1     During the Cold War, the big fear in Europe and America was that communism would spread. Europeans and Americans were afraid that the communist Soviet Union would attack and take over other countries in Europe. Several Eastern European countries were already allied with the communists.
 
2     Ten Western European countries, along with the United States and Canada, decided to form their own alliance to resist the threat of communism. In April 1949, they met in Washington, D.C., to sign the North Atlantic Treaty. With this treaty, they formed the North Atlantic Treaty Organization.
 
3     NATO members agreed that an attack on one NATO member would be considered an attack on all members. They agreed to come to each other's defense. They met to share information whenever there was a security risk. They also planned defense strategies together. Their policy of preventing communist attacks by showing their combined strength was known as deterrence.
